Bush is playing the budget game … he requests monies for programs that he wants (you will recall my commentary on Comic Books) and to make the budget look more palatable, he cuts/underfunds programs that he knows Congress will fund.

Is the Byrne Justice Assistance Grant Program an “earmark” or “pork-barrel spending” ?

If you ask Republican Senators Saxby Chambliss (GA) or Kit Bond (MO), this is a good program that needs to be funded. Since 2002, Byrne Grant funding has been cut from $900 million to $170 million. President Bush sought to eliminate funding for the program in last year’s budget. In contrast, the Senate included $660 million in the Commerce, Justice and Science appropriations bill. Even at $ 660 million, that’s down. Being former prosecutors, this is the type of program that both Norm Coleman and Amy Klobuchar would support.

Minnesota has benefited greatly from the Byrne-JAG program; in 2005 Minnesota received $7 Million from the program to fund 21 drug task forces throughout the state.
This year, the Minnesota’s share may be inflated due to the Republican National Convention being in St. Paul as money from Byrne was requested.

Now, the question for those on the “Pork-free diet” (that currently would include Kline and Bachmann and it sounds like all of the 1st District Republican challengers), would you support Bush’s budget and cut Byrne ? The only way to make sure that doesn’t happen is through an EARMARK ! I will say it again, all Earmarks are NOT Pork-barrel spending.
