First, the number of co-sponsors of the Senate bill is DOWN to 57 as Jim Inohofe (R-OK) has withdrawn his support. McCain has introduced S. 2938, the Enhancement of Recruitment, Retention, and Readjustment Through Education Act ... and Susan Collins (R-ME), and Pete Domenici (R-NM), are on both bills as co-sponsors. Inhofe has joined the McCain camp.

Regarding the question posed by Fast Annie ( BTW, I love that name ! ), there is not a lot of reported content of Who Is For and Who Is Against within the Blue Dogs ... they may be hiding low since this is so controversial ... but the WSJ reports
"The majority of Blue Dogs "do not like the way this is being done," said Rep. Allen Boyd (D., Fla.), a leader of the group. "I wouldn't under any circumstances vote for legislation...that violates the pay-go principle."
