The Washington Post reports Congress Passes Huge $410B Spending Bill. The bill includes earmarks for the Lewis and Clark Regional Water System, Upper Mississippi navigation and environmental improvement, flood migration projects, child safety training, cancer research, and other projects in Southern Minnesota.

The council vote followed a presentation by Dan Juhl, founder of the publicly-traded Juhl Wind, based in Woodstock. Juhl Wind pioneered community-based wind farms and has completed 11 wind farm projects to date. Juhl’s goal is to keep wind dollars within the communities where the wind is generated.
“It makes absolutely no sense to give away our energy dollars to France and Spain,” he said.
As he told the councilors Monday evening, Minnesota house bill 357 and Senate bill 399 would enhance existing C-BED (community-based energy development) legislation by leveling the playing field among small community wind projects and large international firms.
Juhl is a frequent panelist in discussions of green energy in Southern Minnesota and a pioneer in the region's wind industry.
