Maybe Tom Emmer means he wants to run the state's finances like his Uncle Drew Emmer's household, and just "shift" paying property taxes to another year:

I'm trying to figure out how a high-powered corporate attorney with deep-pocketed clients, a man whose insurance-company buddies tout his being repeatedly ranked as a "Minnesota Super Lawyer" (http://www.emahu.org/salescongress2010/speakers.cfm), be in such dire financial straits that he would feel the need to treat his house as an ATM, much like Norm Coleman did with his?

What's going on here?

No wonder he doesn't have a problem with borrowing moneys from the school districts ( who were then forced to borrow) and now suggests that it donesn't have to be paid back. His own finances are just typical of the high flying Republicans - the rules don't apply to us!

My dad, a left of center attorney who takes on Republicans as friends, has been raving about the mindset of these Republicans who are coming out from under rocks and from behind the shadows with really sick minds and not true agenda to promoting the peace and welfare of ours states and nations...and chosen targets.

I didn't believe Republicans could be so stupid and moronic as Emmer, but, alas, my idealism and naiveté are going by the wayside after all of these years.

What's next? Losing my affinity with the Democrats (I've been elected caucus official on a few occasions, and have campaigned with the DFL, staring with Carter/Mondale in 79-80)?
