In the budget agreement posted last week, there was an additional $50 added to the per student formula to compensate for the added cost of borrowing:

""•Boost per-student aid formula by $128 million to cover extra borrowing school districts may need to do because of delayed school aid.""

Great post! In the same way, let's stop calling it "student achievement" when all we mean is low level standardized "test scores".
