Yesterday, Bluestem Prairie reported in Senate Rural Task Force records no audio or video, keeps no minutes of meetings in St. Paul that in addition to not recording audio or video and not keeping minutes, the committee did not keep documents handed out at its meetings.
Today, we've been sent those documents and embed the pdf we were sent below, along with this headnote from the Senate Communications staff.

The documents appear to offer a proposal to make siting dairy operations conform more closely to a Wisconsin law passed during the administration of former Governor Doyle. It appears that local control and decision making as well as the power of the Minnesota Pollution Control Agency, would be affected by this proposal.

Meanwhile, the West Central Tribune reports that Meadow Star Dairy gets go-ahead for operation west of Willmar. The 8,800-animal-unit dairy operation is owned by Riverview LLP based in Morris.
In August, Riverview was asked by the Minnesota Pollution Control Agency (MPCA) to complete an Environmental Impact Statement (EIS) for a different proposed dairy on the Pomme de Terre River in nearby Stevens County.
Although the Stevens County dairy is the only large feedlot ever to be asked by the Citizens Board of the MPCA to complete an EIS since the board was established in 1967, some agribusiness concerns have claimed the action will "chill" the creation of new dairy operations in Minnesota.
Or maybe not.
