An oped piece in the Morris Sun Tribune by freshman representative Jeff Backer, Productive first month of session at the Capitol, prompted us to wonder just how productive this session has been compared to other odd years in the Minnesota legislature.
According to nonpartisan House staff, the chart below compares the actions taken by the House on bills by the sixth week of the respective odd-year sessions since 2003. This year of "balanced government" seems to have produced more bills but less action than in 2011 and 2013 when one party controlled both chambers of the legislature.
But as far as number of bills goes, this session lags behind 2005, when Republican control of the House slipped to 68-66.
