In mid-February, we posted in Minnesota Deer Farmers Association ignorant about tribal membership as legal designation about a response to HF138, a bill authored by Minnesota House Agriculture committee chair Mike Sundin, D-Esko, to add a tribal member to the Minnesota Board of Animal Health.
Compelling testimony by Fond du Lac Band of Lake Superior Chippewa tribal chair Kevin DuPuis addressed the genesis of the bill. The bill's hearing in the video here begins at the 44:20 and Chair DuPuis' testimony leads off the discussion at the 46:15 mark.
What the Deer Farmers attempted was to extend regulatory capture, the control by an industry or special interest, of the regulatory agency designed to monitor it.
Now a bill to address the issue is up in the House Agriculture Finance and Policy Committee on Monday. Here are links to the hearing and the bill.

We'll be watching the hearing and will update this post with our take on the discussion. We anticipate some discussion about whether the board is controlled by Minnesota's livestock industry--and even whether that is a good or bad thing.
