The screengrab above is an image of the hybrid meeting on Monday morning of the Legislative-Citizen Commission on Minnesota Resources, the group that is the best of time recommends spending of Minnesota's Environment and Natural Resources Trust Fund.
Based in Room 120 of the state Capitol building but with some commission members not in the room appearing on Zoom, the hybrid hearing was somewhat hard to follow, given that only the image of the those in Room 120 appeared in the upper lefthand corner. There was no shift in the picture or zoom grid to the face of the individual talking.
Apparently, staffers recognized this issue and recommended pure Zoom meetings. But as the YouTube of the morning's discussion reveals, Senate Gary Dahms, R-Redwood Falls, wanted to stick to the confusing hybrid model. Not that we can see him or anyone in Room 120 talking.

Earlier this month, the New Ulm Journal reported in Dahms calls for videoconferencing to promote legislator participation:
District 16 state Sen. Gary Dahms, R-Redwood Falls, called for more transparency in the legislative process at the League of Women Voters New Ulm candidate forum in the City Hall Council Chambers Wednesday. . . .
In addition to transparency, Dahms said he wants more public hearing outreach next session.
“Hearings are always posted,” he said. “We used Zoom testimony during COVID, and I’m for expanding Zoom testimony. I ran all my (legislative) bills through on an individual basis. It takes longer, but you get better participation.”
Apparently, Dahms isn't quite sure what it takes to conduct hybrid meetings and he's not that high on Zoom. Bluestem suspects talking to a shot of a committee room wouldn't be much fun for the presenters.
